4. We bear the expenses of all these intermediate

stations and all other stations connected to the

Canton Station; whereas the Hongkong Office pays its own expenses only. The Hongkong Office is under obligation to pay the expenses of the Sumchun Office,

but this even it has refused to do. By so acting it

has forfeited its right to the revenue on traffic between Hongkong and inland stations.

5. The further transmission charges on imard traffic

has, until very recently, been recognised by the Hongkong Office as being due to the Kwangtung Telegraph Administration. The present Manager of the Hongkong Office is the first of all the Peking appointees to repudiate this. He is new to the office and no doubt acts in this way through his

ignorance of certain facts.

6. From the reports of income and expenditure both of the Hongkong Office and the Canton Office, will be found the fact that the Hongkong Office paid Canton's | share of the cable charges out of the further transmission charges on inward traffic.

7. The Hongkong Office has no line, contributes nothing

to the upkeep of any line, and yet it is allowed to retain all the revenue derived on local traffic between Hongkong and inland stations. What further concession should it require from us? The revenue so

derived amounts to over 35,000 a month, and

considering that it is in charge of one, or at the most two, instrument, this is more than ample to meet all its legitimate expenses which should not exceed $2,000. On the other hand the Canton Office is in
